Just checked things thoroughly and cannot recreate your issue. Firstly I wrote a very short test scenario using exactly the same AP GWR 150 and route. This confirmed that the original and this test scenario were using the same stock and I could run both without a problem.
I then downloaded the scenario from this site and ran it again without any problems.
Not sure what I can suggest. Perhaps other individuals who have downloaded the scenario may be able to provide further insight.

Thanks for highlighting this. I have now updated the Requirements accordingly. If it helps the 150 is only used in one AI service and one static consist. Consequently if you don’t have this item it shouldn’t impact you too much.
