Not a specialist in TSRs, but it might not be implanted correctly, I first encountered an ‘R’ board at Dawlish Warren before the ’30’.
Do you mean Starcross? It’s a SPATE board: Speed Previously Advertised Terminated Early. It’s the one with a black diagonal line. It means the TSR ahead isn’t being enforced.
