I couldn’t get this scenario to work for me. I had multiple errors upon loading and I have all the requirements.
Try clearing cache, running a quick drive with the route for a few minutes and then loading the scenario. Usually does the trick for me!
I tried what you suggested and I still get the same multiple errors.

When I installed the scenario, there were missing portals. I am missing the 442 and using the optimised version of the PDL. When I run the scenario, because of these missing portals, there were pathing errors and an AI train derailed when I was leaving Waterloo. I did not modify anything in the scenario.
