I had the same the problem but after some internet research i found this;

download and install the Arriva Rail Northern skin for the class 170, You will also require the Armstrong Powerhouse 170 Enhancement Pack and the DTG 170 Turbostar DLC for this skin to work, after that your scenario should now work for the 170.
