It’s because you are missing the North Wales Coastal route. Crewe station comes from this.
I had the same issue and succumbed to buying TS 2018 which contains the original route. I bought it from Humble Bumble. I understand but can’t confirm that the new Steam North Wales Coastal route also does the job.
