It sounds like you’ve got Phase 1 rather than Phase 2! The scenery running out north of Neville Hill was what that phase looked like.
If you originally had phase one, did you remove it before installing phase two? Maybe a file overwrite permission problem?
There’s a function in TS Tools to make all Train Sim files read/write, which might be of use. Otherwise I’d say delete and start again!
